Arbitrator Dale A. Slagley ruled that PLK Services didn’t violate its collective bargaining agreement with the union when it assigned its employees to clean bathrooms in a specific area of the Air Force base, and issued a schedule outlining those assignments. The union argued that cleaning the bathrooms wasn’t part of the bargaining unit employees’ outlined job descriptions, and that making those assignments required bargaining with the union.
