Mudrick ruled that the Kansas City Board of Public Utilities (BPU) violated a CBA when it improperly excluded three new positions that it deemed professional—GIS Analyst 1, GIS Analyst 2, and Senior GIS Analyst—from the bargaining unit for clerical employees represented by International Brotherhood of Teamsters, Local 53.
