Arbitrator Gregory P. Szuter denied the grievance filed by the Ohio Patrolmen’s Benevolent Association against the City of Cleveland, ruling that the city had just cause to suspend the grievant, a protective services officer, for 10 days without pay. The grievant was disciplined for violations of the city’s workplace violence policy and Civil Service Rule 9.10 stemming from an incident where the grievant initiated a confrontation with a lieutenant over shift paperwork procedures.
