Arbitrator John A. Obee ruled that the Michigan Department of Corrections did not violate its CBA when it failed to provide personal protective equipment to all corrections officers, but it did violate the agreement by requiring them to use sick/annual leave when they had to quarantine due to the Covid-19 pandemic.
