Arbitrator Stephen Douglas Bonney denied grievances filed by Colorado Workers for Innovative and New Solutions (COWINS) against The University of Colorado, ruling that the university did not violate Article 16.5 of their Partnership Agreement by failing to pay on-call wages to non-exempt facilities employees at the Denver campus and non-exempt fire alarm technicians at the Anschutz campus.
