Arbitrator Robert B. Hoffman ruled that the city of Las Vegas had just cause to discipline a cameraman for the city’s television station for workplace violence and conduct unbecoming during a meeting to discuss his alleged performance, but his discharge must be reduced to a five-day unpaid suspension. Although the grievant’s conduct was very serious—slamming his fist to the table, banging his chair down, being loud and aggressive, and using profanity—the disparate treatment of the grievant compared to a number of employees who committed more outrageous offenses without discharge calls for a modification of the penalty.
