King County, Washington violated its CBA with Teamsters Local 175 when it used Automatic Vehicle Location (AVL) technology to discover alleged violations in the first instance and to counsel or discipline solid waste drivers, rather than to investigate alleged violations for which it already had reasonable suspicion, based on evidence from an independent source, Arbitrator Kenneth J.
