A Texas federal court granted in part Dallas College’s motion to dismiss First Amendment retaliation and due process claims of professors whose tenure was revoked, where procedural and substantive due process claims were dismissed, because tenure policy revisions were legislative actions not subject to procedural due process and rationally related to legitimate governmental interests, but plausible claims concerning alleged adverse action and speech on matters of public concern may proceed.
