An employee of Delaware County Emergency Services may continue to pursue his First Amendment retaliation and Pennsylvania Human Rights Act claims against Delaware County and its officials, arising from his reporting to supervisors the alleged sex discrimination and sexual harassment of his wife, also an emergency services employee, by an elected director, where he didn’t report the harassment as part of his official duties, but spoke as a private citizen on a matter of public concern.
