A Maryland circuit court erred in determining that a former “Special Police Officer” for the Maryland Department of Health whose Maryland police commission certification had expired was entitled to the procedural protections of the Law Enforcement Officers Bill of Rights, and that the department of health improperly used its power to get around the LEOBR’s protections, the Maryland Court of Special Appeals ruled.
