A former guardian ad litem for the Children,Youth and Families department of Chester County, Pennsylvania, whose annual contract wasn’t renewed after he sued the county and its caseworkers on behalf of two brothers who were being abused in foster care, failed to show that the county or its officials violated his procedural due process rights or defamed him. He alleged that the county’s statements in letters and emails, describing his conduct of impersonating a county employee in telephone calls as unprofessional and harassing, were damaging to his reputation.
