A Missouri federal court denied summary judgment to the City of St. Louis on the claims of a White police lieutenant colonel that he was denied a promotion due to his race, in violation of Title VII of the Civil Rights Act and Section 1983, ruling that there was clear evidence based on the statements of the mayor and other relevant officials that the officer wasn’t selected as commissioner because of his race, and that it happened due to the actions of city officials in their official capacity.
