An Ohio federal district court partially denied summary judgment to the city of Columbus on the claims of a Black refuse container assembler that the city’s failure to promote him and grant him a raise coupled with disciplining him amounted to disparate treatment under Title VII of the Civil Rights Act and state law, ruling that his White supervisor only asking White employees to apply for a promotion and the city’s reason for denying his raise and for disciplining him raise factual issues.
