Texas Authorizes Certain Municipal District to Exclude Property

The Texas Legislature enacted a law concerning the authority of the Harris County Municipal Utility District No. 405 to exclude territory. The law includes: 1) authorizing the district to exclude certain property upon certain conditions; 2) providing that until a property’s pro rata share of the district’s indebtedness is paid in full after the property is excluded, the excluded property’s pro rata share of the district ’s indebtedness remains the obligation of the owner of the excluded property and continues to be secured by statutory liens on the excluded property; and 3) providing that the district shall continue to levy ...
