BGOV OnPoint: Republicans Will Use Rule-Killing Tool in 2025

Republicans are planning to nix some of the Biden administration’s rules next year with control of both chambers of Congress and the White House.

The Congressional Review Act empowers lawmakers to eliminate a broad range of federal regulations within 60 days of being finalized using expedited procedures in the Senate requiring only a simple majority. Because the president can veto any such resolution of disapproval, the mechanism is more likely to succeed when an administration turns over.
