On Sept. 9, 2021, President Joe Biden announced a sweeping mandate for companies with 100 or more workers: require your employees to be vaccinated or test them for Covid-19 weekly. The mandate, which is estimated to cover 80 million workers, created controversy and raised questions. What authority does the administration have to mandate vaccination or testing?
