D.C. Landlord, Low-Income Tenants Win Approval of Class Deal

A Washington housing development and low-income tenants won final approval May 28 of their settlement over reductions in utility allowances.

The $100,000 cash fund will be shared by the 57 class members who made claims.

The landlord has also agreed to adjust the tenants’ utility allowances for two years.

The tenants sued Capitol Gateway Family Rental, a low-income housing development, and managing agents A&R Management Inc. and Kettler Management Inc.

They alleged the defendants violated the United States Housing Act by adjusting their utility allowances—rent reductions that should reflect reasonable utility use—improperly and without adequate notice.
