Steel Maker That Tapped Muni Market for Rebar Mill Plans Return

Hybar LLC, a nearly three-year-old company that operates a steel mill in Arkansas financed in part through municipal debt, plans to tap the market again as part of efforts to expand production.

The firm, which says it operates the “world’s most environmentally sustainable steel mill in Osceola, Arkansas,” announcedin June that it had produced its first steel rebar at the facility, 22 months after it broke ground on construction. Hybar, which began operating in 2023, has also built a solar and battery storage facility in Osceola.
