A three-judge panel in San Francisco appeared to back President Donald Trump’s request to overturn a temporary order barring his deployment of the National Guard to Portland, Ore., Erik Larson, Madlin Mekelburg, and Miranda Davis report.
Ryan D. Nelson, one of two Trump appointees on the panel, repeatedly and forcefully pushed back Thursday on Oregon’s argument that the president lacked the authority to federalize and deploy 200 Oregon Guard troops to Portland because the situation in the city wasn’t as dire as Trump claimed. The federal appeals court judges didn’t rule yet.
