Billionaires’ Solano Plans Spur Tax Fears

A California lawmaker is trying to close a tax loophole that he says could be exploited by development groups to build for cheap on protected agricultural land.

State Sen. Christopher Cabaldon (D) is reacting to a tech-billionaire funded group’s plans to create a manufacturing hub in what is now rural Solano County. Cabaldon, environmentalists, and others are concerned the group, California Forever, will misuse two tax incentive programs together to fund development on conserved land.
