The committees have been bottling up bills into what are known as their suspense files, which they empty out twice annually ahead of key legislative deadlines. In this case, it comes weeks before lawmakers recess for the year on Sept. 12.

Appropriators say it gives them an opportunity to weigh the costs of competing bills as they choose which should go before their colleagues for a final vote. But critics claim the whirlwind sessions are an easier way for lawmakers to get rid of bills they don’t like without debate.
