A Virginia law requiring photo identification for “all voters in all elections” was upheld Dec. 13 by the U.S. Court of Appeals for the Fourth Circuit (Lee v. Va. State Bd. of Elections, 4th Cir., No. 16-1605, 12/13/16).
The law, at Virginia Code §24.2-643(B), adds “a layer of inconvenience to the voting process,” but affects all voters equally, Judge Paul V. Niemeyer wrote for the unanimous panel.
