Opposition to the Trump administration’s tariffs is uniting the US Chamber of Commerce with a host of small businesses—including a cryogenics tempering company and a board game publisher—and 191 lawmakers, all filing amicus briefs challenging the legality of the import taxes.

The briefs argue that the president doesn’t have the authority under the law he is citing to impose tariffs on scores of countries, and that high rates coupled with uncertainty are a devastating recipe for small businesses.
