The Trump administration must reinstate cooperative agreements with organizations that work with recently-admitted refugees, Ninth Circuit judges said Friday.
The administration is likely to succeed on the merits of its argument that the president has authority to suspend refugee admissions, the order said. However, resettlement organizations and applicants are likely to prevail in arguing the administration unlawfully ended agreements with refugee services agencies, the US Court of Appeals for the Ninth Circuit panel said.
