Town Must Offer Alternative to Paper Ballots for Disabled

A federal appeals court on Monday affirmed an order requiring a Wisconsin town to provide an electronic voting machine or another system accessible to people with disabilities, rejecting the town’s claim that using paper ballots exempted them from the requirements of the Help America Vote Act.

“That the record suggests the Town’s removal of an accessible option may only affect a small number of individuals does not undermine the likelihood of harm,” wrote Judge Amy St. Eve of the US Court of Appeals for the Seventh Circuit.
