Stratera, M6, RCH Fall Short in $2 Billion Software Protest

Stratera Fulcum Technologies LLC failed to show that the U.S. Patent and Trademark Office failed to follow its solicitation before issuing contracts to Booz Allen Hamilton Inc. and others under a $2 billion procurement for IT services, the U.S. Court of Federal Claims said.

Stratera argued that the agency improperly pre-determined the number of contracts to be awarded and didn’t document the reasoning for making only five awards.
