Luis Fortuño has joined Reed Smith as a partner in the regulatory and investigations practice in Washington, D.C., and Juliya Arbisman has joined the global commercial disputes group in New York, the firm said Thursday.

Fortuño, previously served as the governor of Puerto Rico and as a member of the US Congress, advises clients navigating federal regulatory and public policy issues as well as cross-border transactions and disputes with a connection to Latin America or the Caribbean, according to Reed Smith.

Arbisman is also a member of the international arbitration and energy and natural resources groups. She focuses on international law disputes, and many of her matters involve the mining and metals industry, Reed Smith said.

They both join from Steptoe.
