PRESIDENT DONALD TRUMP’s deployment of National Guard troops to Los Angeles to quell protests sparked by his immigration crackdown “willfully” violated a more-than century old statute that restricts members of the military from enforcing civilian laws, a federal judge ruled today, Madlin Mekelburg and Erik Larson report.

• Sending troops violated the Posse Comitatus Act, which has exceptions for limited circumstances, such as during an insurrection.
