PRESIDENT DONALD TRUMP’s deployment of National Guard troops to Los Angeles to quell protests sparked by his immigration crackdown “willfully” violated a more-than century old statute that restricts members of the military from enforcing civilian laws, a federal judge ruled today, Madlin Mekelburg and Erik Larson report.

  • Sending troops violated the Posse Comitatus Act, which has exceptions for limited circumstances, such as during an insurrection. But Trump never invoked the Insurrection Act, which also requires require state and local officials to request federal assistance, US District Judge Charles Breyer ruled in California.
