ANALYSIS: Will Lower Headcounts Influence Large Union Contracts?

The pressures of a shrinking cohort may factor into negotiations for the two largest collective bargaining agreements up for renewal in October.

The largest on the list is the contract between the city of New York and its second-largest union local, AFSCME District Council 37.
