President Trump’s Sunday tariff kerfuffle with Colombia indicates that Trump is serious about using tariffs to implement his America First Trade Policy. While the Colombian tariffs are on hold for now, Trump is still likely to use tariffs, either as a bargaining chip or policy tool (or possibly both). He has stated that he wants to apply tariffs across the board, but does he actually have that authority? Under the current US laws, probably not; but he does have authority to impose more narrowly tailored tariffs.
