A sprawling oil refinery in the U.S. Virgin Islands that went broke in 2015 is short on cash again after a shutdown prompted by its latest environmental disaster was extended indefinitely.
The Limetree Bay complex on St. Croix said it faces “severe financial constraints” and has been unable to secure more funding after blunders at the site caused heavy odors, contaminated drinking water and sent oil droplets raining downon residents of the island.
