City of Harrisburg, Pa., Files Chapter 9; Opponents Explore Other Solutions

PHILADELPHIA—Pennsylvania’s capital city of Harrisburg Oct. 11 filed for Chapter 9 protection in the U.S. Bankruptcy Court for the Middle District of Pennsylvania, citing the “overwhelming’’ magnitude of its outstanding bond debt and its inability to negotiate with creditors a plan for resolving its financial problems (In re City of Harrisburg).

The case was assigned to Chief Judge Mary D. France.

Meanwhile, the Pennsylvania state Senate Oct. 18 approved legislation that would authorize the governor to appoint a receiver to take over the finances of Pennsylvania’s debt-burdened capital city, while the state moved for dismissal of the city’s ...
