The Chester Water Authority can move forward with an appeal that it hopes will block the city of Chester, Pa., from selling water assets to fund a bankruptcy plan.
Judge Ashely M. Chan of the US Bankruptcy Court for the Eastern District of Pennsylvania indicated during a Wednesday hearing that she would approve an agreement between the city and the water authority to allow the appeal to proceed.
