Aqua Pennsylvania Objects to City of Chester’s Bankruptcy Plan

Aqua Pennsylvania Inc. objected to the bankruptcy proposal put forth by the city of Chester, Pa., saying the plan unfairly prevents private companies from buying water assets and conflicts with ongoing legal proceedings.

The city, bankrupt since 2022, is pursuing a transaction to monetize stormwater, wastewater, and sewer assets to fund a plan that could pull it out of bankruptcy. Efforts to sell Chester’s water assets that predate its bankruptcy have been tied up in state courts, including a 2019 bid by Aqua to buy some of those assets.
