ROME—Government leaders in the tiny landlocked country of San Marino said Italian policies toward eliminating tax havens and encouraging citizens to repatriate funds held abroad are causing havoc on San Marino’s economy, and they said they could explore legal remedies for the situation if it is not remedied soon.
