Developers doing business in New York wouldn’t be allowed to deploy the most powerful AI models unless they took steps to prevent abuses such as developing weapons of mass destruction under the proposal, which would be the first in the US if enacted. California Gov. Gavin Newsom (D) vetoed similar legislation (S.B. 1047) in 2024 with bills pending this year in Illinois (H.B. 3506) and Massachusetts (S.D. 1909).
