Visa’s Deals With PayPal Draw More Justice Department Scrutiny

The US Justice Department is examining agreements Visa Inc. has with PayPal Holdings Inc. as antitrust investigators deepen their probe into the payment network’s practices.

The department’s antitrust division has been asking about a years-old deal with PayPal, which Visa secured to stop the firm from pushing consumers to pay with their checking accounts instead of debit and credit cards when using PayPal’s digital wallet, according to people with knowledge of the matter who asked not to be identified discussing a confidential inquiry.
