Utilities Accuse San Jacinto River Authority of Water Monopoly

A pair of privately-owner Texas utility companies accused the San Jacinto River Authority of monopolizing and fixing the price of “wholesale raw water” in the Montgomery County, Texas.

The SJRA was established in the 1930s to manage the water resources of the San Jacinto River Basin.

Altough SJRA’s authority is limited by law to surface water, Quadvest LP and Woodland Oaks Utility LP allege it entered into a series of contracts giving it “an absolute stranglehold on all wholesale raw water in Montgomery County"—whether surface water or groundwater.
