Tax Law Rollout Runs Into IRS Brain Drain
The Trump administration’s ability to smoothly roll out guidance on the new GOP tax-and-spending law may be challenged by a brain drain in the IRS’s legal department.
The IRS Office of Chief Counsel has lost hundreds of employees, prodded by administration resignation offers. Of the office’s 17 divisions, eight have managers who left this year, a Bloomberg Tax analysis shows. Half of those manager exits are in offices that handle guidance needed to carry out the tax law.
