The family of a US citizen fatally stabbed during an attack in the West Bank can’t pursue claims against the Palestinian Authority or the Palestine Liberation Organization, a circuit court ruled.
A federal statute drafted to give US courts jurisdiction over the PLO and the PA for providing funds to those who commit “an act of terrorism that injured or killed” a US citizen is unconstitutional, the US Court of Appeals for the Second Circuit said Sept. 8, affirming the district court’s dismissal for lack of personal jurisdiction over the defendants.
