The City of Eugene, Oregon, revised the employee portion of its payroll tax, effective July 1, according to a notice posted to the city website dated April 29.
Employees earning less than $31,304 annually are exempt from the tax, while those earning $31,304 or more annually are subject to a rate of 0.44%. Overtime wages are not considered when determining whether the tax rate applies to an employee.
Prior to this change, employees were subject to one of two rates based on their income levels. Employees earning $15 an hour or less were subject to a tax rate of 0.3%. ...
