New York Republicans threatened to freeze action on the House floor amid a GOP dispute over a state-and-local tax deduction — a rare instance of moderates using guerrilla tactics usually favored by conservative hardliners.

Reps. Nick LaLota, Anthony D’Esposito, Mike Lawler, and Andrew Garbarino all signaled they’d vote against allowing debate and votes on several unrelated bills Tuesday, before reversing course following a conversation with leadership. The rule ultimately passed after the New Yorkers huddled with members of their party.
