The Kansas Governor signed a law concerning a pilot program at the Hutchinson correctional facility permitting certain contracts for the production of manufactured or modular homes. The law includes a provision that any contract as part of a pilot with a nonprofit organization requires that the nonprofit organization not request a property tax exemption for housing units produced and agree to pay property or ad valorem taxes on housing units produced if they are retained and owned by the nonprofit organization. The law takes effect after its publication in the Kansas register. [H.B. 2596, enacted 04/09/26]
