The carveout from furloughs for IRS workers involved in the rollout of the GOP tax law may not prevent a slowdown in regulations and guidance at the agency.

The agency this week began furloughing roughly 34,000 workers, or nearly half its workforce, as the government shutdown dragged on past one week. But the furloughs, along with months of the agency’s workforce shrinking and its top leadership shuffling, are still likely to crimp the guidance process.
