Wilson, a 43-year-old newcomer to electoral politics, was ahead by 1,976 votes, with only a limited number of ballots left to resolve. The Seattle Times projected her as the winner shortly after the latest batch of results were released on Wednesday afternoon.
Harrell is scheduled to address the media and supporters at mid-day in Seattle on Thursday.
