Pennsylvania Gov. Josh Shapiro is calling on state lawmakers to adopt a combined corporate tax reporting method to close the so-called Delaware loophole, which critics have said for years costs the state hundreds of millions of dollars.
The Democratic governor said in his Tuesday budget address that 11% of businesses—typically those that can afford “bigtime accountants and high-priced lawyers"—are taking advantage of Pennsylvania’s status as a separate company reporting state to “avoid paying their fair share.”
