Maine Ensures Low-Income Residents Have Access to Telephone Services

The Maine Legislature enacted /ME\FINAL\2018R1LD1746///, amending excise tax statutes to ensure that the state’s low-income residents have access to telephone services. The bill provides that a surcharge may not be levied to customers of cellular or wireless telecommunications service that is supported by federal universal service support funds pursuant to 47 Code of Federal Regulations, Part 54, except that a surcharge may be levied on transactions in which the customer directly purchases optional services that aren’t supported by federal universal service support funds.
