Virginia Gov.-elect Abigail Spanberger (D) will face tough tax choices as she looks to raise revenue needed to deliver on her party’s affordability promises, despite the state’s slowing economy and weakening labor market.

Spanberger’s swearing-in Saturday will put Democrats in full control of the governorship and General Assembly, for the first time in five years. But President Donald Trump’s signature tax law, his firing of federal workers, and steep import tariffs stand in the way of the Democratic trifecta’s agenda in a commonwealth that depends heavily on public sector payrolls, busy ports, and international travel.
