The United Nations group responsible for helping developing countries raise tax revenue decided Thursday to expand its work in transfer pricing by drafting guidance on the negotiation of unilateral advance pricing agreements.
The 25-member committee of tax experts backed a proposal to create a how-to manual on unilateral APAs aimed at developing countries, which face challenges—including lack of market data and tight internal budgets—in assessing the way related companies price transactions among themselves.
