The European Union should align the current patchwork of tax rules for cross-border workers so they can exercise the right of free movement, according to a Parliament study released Thursday.
EU institutions have found it difficult to establish a legal basis for coordinating tax rules that hinder mobility, but policy makers could make headway by basing such efforts on the impacts it would have on the bloc’s internal market, the study, written for the European Parliament’s Subcommittee on Tax Matters, said.
“Tax disparities are essentially a no man’s land for cross-border tax problems of workers,” the study said.
